Port of Los Angeles: Surge in Empty Containers, Export Decline, but Overall Growth Continues

In February 2025, the Port of Los Angeles maintained its strong growth momentum, handling 801,398 TEUs — a 2.5% increase compared to the same period last year, making it the second-busiest February in the port’s history.


Gene Seroka, Executive Director of the Port of Los Angeles, stated during a media briefing: “For 17 out of the past 19 months, the Port of Los Angeles has experienced year-over-year cargo growth, with no vessel delays or congestion at our terminals.” He emphasized that this achievement is a result of the exceptional work by the International Longshore and Warehouse Union, terminal operators, truck drivers, rail companies, and other stakeholders.


Seroka also pointed out that due to trade uncertainties, many retailers and manufacturers imported products through Los Angeles earlier than usual to hedge against tariff risks. He mentioned: “Given the already high inventory levels and ongoing tariff uncertainties, we might see a 10% decline in cargo volume in the second half of the year. At the Port of Los Angeles, we will continue seeking new opportunities to attract more business through our gateway.”


In February 2025, the number of loaded import containers at the Port of Los Angeles reached 413,236 TEUs, marking a 1% increase from the previous year. However, loaded export containers dropped by 18% to 109,156 TEUs. The number of empty containers surged by 16%, reaching 279,006 TEUs.


Cumulatively, in the first two months of 2025, the Port of Los Angeles processed a total of 1,725,643 TEUs, reflecting a 5.4% increase compared to the same period in 2024.
